Why are zombie dragons stuck in the Dragon graveyard in Dragonia?

Those dragons who stay in the Dragon Cemetery think something like this: “This is the place where I lived before, and it will be comfortable to stay here, because there are many relatives from my race. I am also undead, then the grave seems to be a very peaceful place." But this does not mean that they cannot escape from there, sometimes they get out in a normal state and can appear in the city!
